Nuclear Weapons
It couldn't really happen. Nobody would be inhuman enough to order a nuclear attack. That's what we like to think. And yet, more states are acquiring the capability, and no state is disarming. It looks as if a nuclear-weapons-free world is now but a distant dream. Why does the madness persist?
